Strange Disease for a slow day

I took another photo of bizarrely afflicted Pine today.

Here it is,any ideas what could be the problem?

Is it worth bringing into cultivation?

It's hard to be sure without up-close examination, but the first possibility i would pursue is some insect pest.

I wouldn't get it near other trees unless/until the problem had been dealt with.
