I recently took a position for the State of FLA and am caring for the citrus arboretum. There were several potted citrus trees for display and this was the last of them, no records for the potted trees, but a couple people already said it is a tangerine of some sort. So I removed from its pot, sawed off a root mass and replanted it in the bag in the pics. Its been like this for two months and has flushed back out and backbudding above the graft. The biggest issue is the graft and not sure how to address it. If I am successful with it, it will go back on display in a smaller pot. I've considered possibly carving a couple vertical grooves in the graft area, or turning it on its side to hide some of it. I am not going to do anything to it till next summer, just start training branches, since all the growth wants to go straight up it will need a lot of training work. Joe, try a cutting.
Grafts are often for protection when growing in the earth.
So most of our citrus are on Seville / rough skin lemon / or
other root stock, due to the resistance from the root stock
to normal earth.

Most seed down here will germinate to produce a Portugal.
A peelable citrus.
Bonsai soil is kind to citrus.
