Timing for candling Mugo?

When would the best time to candle mugos?
I have a young one that has substantial candling about 1 to 1 1/2", but have not pushed out needles yet.

You don't touch the candles.
You cut the shoots after the needles have matured but before they set buds. Late summer/early fall.
In spring you do bud selection,removing unwanted buds.

Take the date of your first frost (on average), and then rewind about 3 months. That's about the time to snip to create new buds for the following spring. If back buds are, in fact, what you want.

That's a general thing for single flush pines.
