Too late to repot quercus ilex ?

Got this one few months back and it had been repotted in this soil last year as I was told. Plan was to repot it this year around Feb yet I was on travel and couldn't do it. Just came back abd I see new leaves and pollen cones? Have exploded as we were having warm days in Feb ( its a bit cooler now but still around 15-20 degrees Celsius, no frost or real cold expected anymore. Think its ok to repot in better soil abd a smaller pot as one its in is way oversized. Or is it best to wait till new foliage had hardened or next year in feb?
Also appreciate anyninput on how to style this tree. I love the base abd nebary but don't like the top abd the twin trunks ....
