Trimming roots

I did not repot in the spring. Can I trim the roots that are coming out of the bottom of the pot at this time.

You can trim roots coming out of the pot at any time of year.
Without more details of the tree and what development stage it is at it is harder to say if you need to or should.
One question that occurs to me is why it has roots coming out of the pot. Usually the roots are air pruned as they emerge from the pot so don't go anywhere.

Exactly. Sounds like pots sitting right on the ground or on wooden benches or on gravel beds?
That's OK for nursery pots but not always good for smaller bonsai pots. The feet on bonsai pots are designed to allow air to circulate and stops roots growing out the drain holes.
