Will the white vein of this rock stay white throughout time or will it turn brown similar to the color of the spots/section at the top of this strip?

I don't think so. Unless the white part is very thin and it "erodes" over time.

I believe the spots/section at top is like that from the very beginning...formed from a different material if you will.

I think if the stone is natural and hasn't been carved, colored, polished, etc. by man it shouldn't change in time.
