Weird growth on spruce

Not on a bonsai, but I figured the breadth of knowledge here may be able to help. I was at my brother’s this weekend and noticed a weird growth on his spruce trees. Is it a fungus or something?

Google Lens indicates it to be spruce adelgid galls.
