I found similar tools, but rounded and pointy as opposed to flat, as 'picking tools'.
This looks like some kind of modelling knife for clay.

A Scoring Knife has a sharpened surface on the back side of the hook (facing towards the handle) and is drawn towards the operator against a straight edge or freehand and digs a channel, usually to score a plastic sheet so that you can bend the plastic over a mandrel and have it break in a straight line. They make a small groove and fold like a jackknife. There are different variations available.
