I dug this jbp up this spring and its doing well so far. I want to cut the top most branch eventually as it won't be used in the final design. I kept it to give the tree more energy to regrow roots. When can I cut it off? It holds maybe 2/3 of the foliage. Is this fall too early?

Assuming the other branches had new shoots this season, I would do it now; else (little new foliage this year), wait until Aug 2017.

At this time of year, trimming foliage and/or pruning away branches will most effectively stimulate back budding and resin bleed will be moderate.

Can you use it for approach grafts it fill in thin areas before deciding to cut it off?

If not, I would cut it back gradually, i.e half now and the other half once next year's foliage comes in well. No need to rush it.
