When to rework wounds

Hello,

I've been gradually closing wounds on a chinese elm that I trunk chopped 3 seasons ago because of its terrible mass production s curve. At the time, I was inexperienced and just let every bud grow vigorously and have paid for the mistake with multiple bulges all along the trunk line. Each spring, I've carefully removed redundant/overly vigorous branches with my knob cutters and made the wounds as clean as possible. My only problem is that regardless of how flush I make these wounds to the trunk, they seem to bulge a bit. I'd like to minimize this in the future. Is there a better time of year to rework bulbous wounds when the sap isn't flowing as strongly? Is this simply a feature of vigorous species that you have to deal with over time? Any general knowledge, related posts or discussions on this topic would be a great help. Thanks in advance.
