Where to cut?

Hello.

Im very new to bonsai...

Where do I cut these maples to begin making a bushy canopy? I dont want them to continue to get taller because I plan on putting them in small pots one day... Im already satisfied with the modest trunk for the trunks as some of my first maples.

They have trunks around one inch.

Is it the right time to begin an air layer off the tops of the Amur? The Trident I just want to trim back promote lower growth but dont know the exact best time for the tree.

They JUST began leafing out and im in 9b.

Where would you cut??
