It’s not hard to come off, but it leave a small residue behind.Could be scale, could be primordial roots.
Do they rub off easily
Should I be concern for the other trees? It's probably scale then. I'd wipe the branches with a tissue with some rubbing alcohol on them. Should get rid of most of them. Of course, wipe in the direction towards the branch tips so that you don't damage the buds.
Maybe. Scale doesn't travel a whole lot on foot. And in most healthy plants they don't do much harm if the population of scale is smaller. Just keep an eye out.Should I be concern for the other trees?
I will second that, it looks like scale.Could be scale, could be primordial roots.

I thought the sameI have a lot of that on my maples. I didn't know they were scale tho. Damn. I know what I'll be doing tomorrow. I thought they were just natural part of the bark surface.
So according to Michael hagedorn these may be lenticels. Below is a copy paste of something I found at craeaegus.Com along with the pic they are referencing.

Hi Michael, what are those white dots on the branches? Mealybug, scale or lignification? suddenly I see many of those on my mountain maple which can be removed easily leaving some reddish mark but not big enough for me confirm mealybug.

I believe the white dots are lenticels. Pores in the trunk for gas exchange.
