yellow spots on crab apple

I have some seedling crab apples that have yellow spots on some leaves. What is this?

Looks like some kind of sucking insect, but it could possibly a rust, if the spots grow, and thicken remove those leaves and bag them, and into the trash. Malus in general have the most things that like to bother them, from bugs to deer, to fungus'.
