I have a few young Scot’s pine and I’ve put a couple in a growing bed at the front of my house they’ve been in the ground only 3 weeks and one has started budding very low down which is what I wanted my question is was this caused by the wiring and small crack I put in the trunk if so could I possibly do this to other young pines I have to get foliage back down low

It was caused by the wiring and the bend you put in the trunk that exposed the section of the trunk and the latent buds there to the sun. Also the fact it is a healthy young tree with vigor. The crack didn't cause it.

There is no guarantee you will get the same result on another tree.
