Bud selection on Non-decandled Black Pine?

I have a black pine that is in the refinement stage. It was weaker than previous years this season, so I skipped decandling and allowed it to grow. The tree has filled in nicely and the energy is pretty even throughout. Many of the needle clusters have a single bud on the growing tip, but about half have multiple buds (2-5) often times with one larger main bud, and a bunch of smaller ones grouped around it.

I was wondering how I go about selecting buds before I Decandle this upcoming season. Do I let them all grow now and select later(or maybe decide at decandling)? Do I lessen the multi-buds to pairs of 2 now and let it grow? I am just not sure how best to balance the energy for this up coming growing season. Thanks!?
