First big juniper - too late to get out of this soil?

Just picked this up off of the .99 bonsai auction FB page for $55 + shipping. Is it to late this year to get it out of this soil? Also, which kind of juniper is it? Was only listed as a "Nana".

Congratulations! Hard to tell, but it might be a Nana juniper.
 
I can’t speak to the species, but I’d say this is as good a time as any to re-pot. Do you know when it was last repotted? If it was just last year I’d maybe leave it. Is it producing new growth? If it’s healthily producing growth than it could prob handle a re-pot. Hopefully some more experienced members will respond also. I’d also maybe wait a few weeks if you just got it in the mail. Not to mention, potentially changing major climate zones.

The growth tips are not pushing well enough for me ATM.
@Dav4 I believe finishes his junipers around 1st of April if I remember correctly. He's in Georgia.
Then too, if the water passes through good, leave well enough alone, no risk.
Then there's post Summer solstice, a great time to work the roots too.
If it were pushing good growth and your after care is good, now would've been ok.

The WP in ground is not getting enough Sunlight. Is that for bonsai?

Edit: It is procumbens. Not sure if it's procumbens Nana though.

Hah! I actually had that thread opened in another tab to read after I was done, but had not.
Was going to comment on and ask about the bluish foliage. Squamata. Now I know ;)
I thought the soil was really fine, till I saw the repot.

Here's another example along with Daves, of a juniper that is healthy enough for a repot.
Please compare with the one you pictured
I'm afraid to repot yours now without vigour, would be unwise.
 
I’d repot it and just protect from any freezes.
