What are these and how to kill them?

These bugs are eating my wisterias and crepe myrtle. What are they and how do I deal with them?

I use my Felco pruners on Lubbers so it should work on beetles

They were a huge PITA when I lived in MA... I'd hand pick them off my plants and feed them to any garden spider living in the yard.

Very satisfying.

We have them bad in North Carolina this year. They can seriously damage a plant in one day when there are a lot of them.
