Bonsai tree diseases?

I have a Jacaranda plant that is about 9 months old (grown from seed) and has started developing some sort of blight or something on several branches. Not sure what it is, but I’d like to correct early before it takes over the entire plant. Any suggestions? I googled diseases and it could be a viral or bacterial infection or something else easier to treat. See photos. Thanks in advance!

Looks like they're trying to root. I agree with Leo that it's probably a stale air combined with high humidity situation.
 
Thanks all - I think I’ll move it outside since it’s warming up and put it in direct sunlight for several hours daily. Hopefully that will work! Thanks again!
 
The white-green stuff should turn brown in a day or two, so don't freak out when that happens.
 
Thank You all for the replies and information. I have them moved outside and in the sun for several hours daily and the affected areas on the branches appear to be clearing up & turning brown. Hopefully the tree is on the way to full recovery! :)
