Finished thinking out almost all of the old, non contributing juniper foliage. I figured out why this juniper is so pissed. It seems that the nursery decided to hedge prune this thing back and the tree hardly had any active tips left on it. So much of the foliage has no chance at extension growth because of this. Now that it is thinned out I'm going to leave it be for a year to recover and to develop the new backbudding.
