Help with Dawn Red Wood

Hello Everyone,

I need your help figuring out why my leaves are curling and are not a lush green I will describe below exactly what I have done to it since I received it.

I received it a month and a half ago or so and it already had a ton of new growth on it and looked very healthy.

- I re-potted it and trimmed the root ball. Bonsai jack soil with no pine bark. Took a few bigger branches off the front of it. Watered it daily with a small amount of super thrive. Was placed under t5 grow lights because my growing season hasn't started yet here in Minnesota.

-Growing like a weed, but two weeks in noticed tips of leaves were curling but still looked healthy. I sent a message to the guy that I purchased it from and asked him if he knew why the leaves were curling a little bit. He said he had never seen that before and asked what my PH was. I checked it and it is 7.5. He recommended a PH down and to add pine bark to the soil and to try not to disturb the root system in the process so I did this. I did some research about PH down and found that a splash of vinegar in the water would also bring the PH down in my water. Now the water I use is a PH of 6.5 with a tbsp of vinegar.

-I removed some more of the new growth at the top of the tree to try and push some of the growth lower. I removed it from direct light when I noticed the leaves started to lighten up to a lighter green and a few new little sprouts shriveled up. I watered it with straight water for a week and I noticed new back buds starting to poke out of the trunk in different places so yesterday I gave it a very small dose of fertilizer (Dyna Gro) and placed half of the tree back in the light. The part that is in the light looks like a lighter green and more shriveled than the half thats out of the light. Below are some pics and your advice would be greatly appreciated. Thank you!

Get it outside full sun straight water only bring inside if below freezing at night.
 
How did you check pH? a lot of ways to determine this are very variable and inaccurate. Also..correct me if I’m off here anyone please, soil pH vs water are two different things. One could surely buffer another in unison, but...7.5 seems too high a reading for conditions

I bought a nice digital PH meter and calibrated it to the three specific PH specifications. I also used my aquarium test set which said it was in-between 7 - 8 which was just a color changing solution. I had heard from some folks in my town home association that our city water is not that good. I can smell the chlorine in our water. I have other trees though and they seem just fine. I did read a lot about the red wood and it says it loves acidic soil in the range of 4.5 so thats why I questioned the PH. My other trees are maples and elms. Thanks for your response!

We just had a late snow storm here that brought us below freezing for a few days. I hope to get them outside by next week it should be in the 60's by then:) And thanks! I'll be upset if I lose the tree.
