I have been striking out with maple cuttings this year but it looks like I got one that is starting to sprout. This has only been in the dirt for 3 weeks so I am hoping that the new growth will continue. This is a little bigger than most cuttings which I am thrilled about.

I sealed up the cuts with waterproof wood glue (gorilla) and then used root hormone.

Unfortunately leaves are not a sign that roots are emerging. You want to keep it from drying out for as long as possible, so a big ziplock bag can serve as a cheap greenhouse.

Even then, you can see perfectly healthy leaves for weeks and weeks without any roots coming out. Just be patient and resist all temptations to look.

You'll know it has roots when they're coming out the bottom of the pot someday.
 
Totally agree with @Mikecheck123 .
Many maple cuttings sprout new shoots but not roots. Sometimes the new shoots grow quite well for a few months but without roots there can only be one outcome.
Fingers crossed that yours is growing some roots too....
 
Those leaves, even when/if you get roots, will come and go.. (as has been stated above, I’m sure), they are a direct result of stored energy.

For my “Budswell” cuttings, they ALL leaf out.. because the energy in those branches was planning on doing that anyways. Then after 3 weeks, there is a slight, but noticeable decline in ALL the foliage, THEN between 5-8 weeks the foliage will either die off, not returning, possibly die off, and bud back, or remain and “improve”... showing who has “toes”...

It is SUUUPER important NOT to “Futz” with them... any disruption(Even scissor work, NO!), can damage emerging roothairs..

Just leave the cuttings alone until you can tell, FOR sure, they are established..

I personally wait for “escape roots” to transplant... and when transplanting... standard “repot rules” apply.

I did the old haphazard toss some cuttings in some shit this spring. The currant rooted of course. The elms and smoke bush sprouted and died in the heat.
Surprisingly, the mugo cuttings are doing as well as can be expected. Even looking more resinous in the buds.
