Kumquat-Scale?

Hello All, I am new bonsai and new to forum. I live in the Northeast New Hampshire. I recently purchased a Fortunella Hindisii 3 days ago. Last. If by I took sometime to clean off the leaves of dry water spots and noticed some leaves were warped and some rusty looking hard things on some leaves… below are pics…

what are they? Are they scale? If so is would the spray I have work on my bonsai?
