I think they are slow to root but cuttings are a option, also you can get the Ocotillo seeds after the flowering is done

I’ve never propagated Ocotillo from cuttings but based on YouTube videos like the one above it does seem possible. Give it a shot and good luck.

I was in home depot today. Here are ocotillo with very few dry roots.

Those yanked out ones have about a 50% chance of surviving, even though they may be guaranteed by the sellers one won't know for at least a year if they are going to take.
