I found an inconsistency in the site code that was causing people who were logged into the site to not be recognized as a registered user by the Photo Galleries. This was blocking photos uploads and gallery creation. The Photo Galleries should be working as intended now - give them a try if you have had problems in the past.
/EDIT Update - there is a problem with leaving comments for photos. The "leave comment" button is there but there is no text box. This is a bug in the software that has already been fixed, but I will need to update the PhotoPost module to update the software on the site. Never a dull moment
