Problem with two prunuses.

I have a peach grown from seed,and a flowering plum,both are giving me a problem I have never had before.Each have a number of twiggy branches,that should have fully leafed out by now.The trouble is,each of these branches,have empty spaces,where they have not leafed out.The branches do have leaves on them,further down,and the "tips",in some cases 25% of the branches,are not dead,nor do they have any buds.These twigs/branches are as supple,and bendable,as those parts that are in leaf.So we are not talking about dieback here.There is no evidence of it.There is no sign of insect,or disease damage either,and not all of my prunus trees have this problem.I don't know what,if anything, is wrong here.Has anybody had this problem,or know what would cause it ?

I believe the plural of prunus is prunis. Trees do not leaf out on the same schedule when in a pot in my oh so humble experience, they probably are just not ready yet. I still have about 30 trees that haven't leafed out.
