rescuing a dying cork pine

Hi All,

SO one of my cork looks its had it...Needles are all turning yellow from light green (bottom to top). So the other day I cut one of the younger branches and looked to see if I can still see life (any green color or its all dried out). I see a lot of green in the cambium layer.

Would the branch survive a graft onto a normal black/red pine with no living needles? or should I cut off the bud and try to graft the buds onto a normal black pine/red pine?
