This may well be a stupid question, and I'll be perfectly happy if it is. I moved my outdoor bonsai out to the patio this morning (they'd been overwintering in the garage) and saw these tiny white growths at the ends of some of the growth on more than one wee Kishu juniper.

One of my Procumbens junipers busted out in pollen cones over the course of the winter - any chance these are tiny flowers, or am I more likely dealing with a disease or parasite?
Many thanks for any advice.
