What's on the trunk of my Podocarpus

My Podocarpus has been growing like crazy lately, but today after it was in the sun all day, I found this powdery white stuff on the trunk. I took a toothbrush to it, but still seems to be present. Below this there is wet moss on the trunk as well. Please help me identify and get rid of it, if it is harmful.

Was that part moss before?

It looks like that part may have just finally dried.

Mold. Too much water, not enough light and air flow.

Spray with dilute vinegar if it bothers you.
