Wire tourniquet for air layering?

Very basic question, but I've looked at many threads and am still confused. After you remove the cambium, do you apply the wire above the removed cambium or below it? To put it another way, does the wire go on the parent tree side of the removed cambium or on the layer side?

Thanks for clearing this up!

The wire, if you use it, would go just below the upper cut. The upper cut edge is where the roots are going to form - roots form just above the wire. I don't use a wire, but the concept is that the wire will help cut off any photosynthetic material going further down the mother plant. Not necessary if you have thoroughly removed the cambium all the way round the layer. Some people use the wire INSTEAD of removing the cambium. Still you should get root formation just above the wire.
