Just curious, do you have an olive tree and if so, do you leave it out during winter? I bring mine inside under an LED array with a humidifier to avoid our frosts here.Does not look like wasp gall. I am just speculating now that it is a virus. But I sure hope somebody else with an idea comes forward.

They aren't actually so I wouldn't taste either! Olives will flower and then the olives grow on that stem.I am too scared to taste it and find out.
