I agree with Harry, looks like needle cast. Yellow rings on the needles.

If this is on a Austrian, ponderosa, or mugho pine, my first thought would be Dothistroma Needle Blight. Then again, this is often confused with needle cast, so Harry may be right.

Ok needle cast was my first guess until the last hint.

Is it eggs of the Saw Fly?
 
My Afgan pines get something like this occasionally. You can actually wipe it off. Doesn't seem to hurt them though as they still grow like weeds.

Pine Needle Cast

PNC = Lophodermilla concolar, can cause defoliation and thus growth reduction.
 
So what do I win? ;) Oh, Harry got it first, but he doesn't need anything, lol!
