Brittle Hindi Cypress "Verdoni"

In hindsight I should not have bought this tree, but it seemed like a good deal in the moment at Home Depot. I figured the the brown needles were just sun scorch (there have been lots of high UV index days here in Connecticut USA this summer). When I got it home, I noticed many branches that looked alive near the bottom were quite brittle. Scratching lots of bark, I didn't find a lot of bright green as I thought I should with a live tree. Furthermore, when I watered it no water came out the bottom holes. Upon further inspection, the root mass at the top was so thick nothing was getting through. I poked some holes with a chopstick (it was so compact this took some effort) and now it seems like it's draining through the whole pot.

What's the best practice here? Don't do anything and hope it's not completely dead (it's obviously partially dead)? Emergency repot into better soil and sphagnum? Should I fertilize it?

Furthermore, is it common for Hinoki Cypress to look pretty alive (on the interior at least) but actually be dead?

I am in Zone 6B.

It looks sunburned, but pretty lively inside. I would trim off the dead parts to let in more light, give it a good soak in a bucket, and protect it for the winter to let it recover.
Hinoki are one of my favorite trees !
