Should I plant this pine below that bulge where I had to cut off a ton of long thin branches?

Wow! It’s crazy how many branches mugos can throw at one juncture!
Your looking to ground layer it?
My small amount of experience tells me about how pines don’t layer well in general. Very tough.
But hey, if there was a chance it would succeed, I think out of that knob it may be possible.
I say go for it. Nothing to loose.

I am asking if I should plant this deep enough so that the bulge is below the soil line so as to hide it.

You could do that but, surface roots are a major element to forfeit.

Also, the nebari (or the root ball in general) is probably buried a couple of additional inches in the soil. If you try to hide the bulge you will have more of the tree underground than above.

Carve it, and grow out.
