try cleaning out the dead leaves, and see what happens next.
No fertiliser, okay.

All elms here have been repotted and after a week's rest in bright
light, now in full sun.
Fertiliser use came on line a month later.

Let me know what happens next week.

Gave it a re pot and did some root pruning. Most of the dead leaves came out when i just blew on it, rinsing under a shower-head cleared some more, and then carefully picked off the rest. Lets give it a few days to rest, will keep you posted.

P.S. some thick cuttings came off the roots (like spaghetti, seriously) i'll plant a few to see if they leaf out for some crazy shito experiments or whatever.

A root, and an elm cultivar, that does not trunk thicken,
no matter how much earth you give it.
When I get some time I will image.

What time of year can I chop/air layer? These crazy S-bends are a bit of an eye sore, I want something more natural looking

what you have there is tree that was meant to be grown on.
As the elm thickens the curve becomes more natural.

Do a front on shot.
Then a tracing of the bark. Print an image and trace over it.
Expand the trunk to say 3 or 5 inches [ 8 to 12 cm ]
and taper to match to the top of the tree.

Also increase the branches to what one sees of elms in nature.

Remember, the guideline is 1 inch trunk width to 5 or 6 inches of height.
[ 2.5 cm ---------- 13 or 15 cm height ]
Which either matches the side of the pot or the pot's side is less to make the
tree look more impressive.

I realise everything that needs to be done to thicken a trunk, and I’m doing everything I can even with my restrictions. So how do I let my tree grow out freely without killing all the inside foliage?

go outside and take a look.:)

Healthy trees often kill off the branches on the interior- not enough sunlight.

So what about negative spaces?

I will ask you the same question I asked a member here from Taiwan.
No Penjing masters near you to go and study with or tree designs to
look at ?

I leave this image below,. look carefully [ camera has limits, only one eye ] are
there any branches in the interior of the tree, or is every branch to the
exterior forming the canopy.

Often the Chinese, have small artificial trees in bonsai pots for sale.
Pick up [ just lift up, not purchase] a few and look at them, turn them around.
See how a few branches, placed correctly give the illusion of high density.
