What should be done to this cut? Will it heal over?image.jpg
This is a cedar elm, very rapid growing tree.

It might.... Eventually...

you need to cut the wood back to where there is living tissue around the edges, with an angle comparable to what you have now probably would be fine... Wood in the middle about even with the edges, seal it with some cut paste and let it grow for a couple years...

Should I cut the outside bark or just the inside cut down to the cambium?
Also would it be best to use a dremel to file down the wood?

Cut off any dead bark and cut the wood back to live cambium- the green. Might want to use something sharper for the edges like concave pruners... But u can certainly carve the middle with a Dremel if needed.
