Another help would be to edit your profile to include a general idea as to where in the world you are and include your USDA grow zone.
 
If you can get a closeup of the foliage, we'd have a better shot.

Since it's an older landscape tree, my first guess is common juniper, but the scrub and weeds in the background look AWFULLY familiar. I'm guessing you're in the US southwest region, or adjoining regions. That could narrow it down to arid/semi-arid landscape hardy species. Certainly not any of the juniper species native to that climate/region, though.
 
The brown bits are called trunks. That's normal for juniper.

I can't see detail in the photo at that distance but if the brown is the inner needles that's also normal as individual needles only live for a few years. Each year new ones grow at the ends of shoots and older needles die further back.
