Move the formatting options to the bottom of the comment input window [mobile]

When I'm adding a larger response or adding a picture
As I type the input expands and now formatting is at the top of the screen and I have to scroll up to it.

Add two or more photos scroll down to type and then way back up to add another photo. You've already scrolled your first marathon. It's a frustrating experience.

Seconded. I like this idea.

I don't do a lot of text formatting, by it would make adding multiple images easier; faster.
