Pine Candle State For First Fungicide Spray

My understanding is that some pine needle fungal diseases need to be sprayed for when new needles are half elongated and then again when needles are
full length. Dothistroma is one such disease. Other diseases, however, require an earlier spraying when the buds begin to open. Does the picture posted
represent the right time to spray as the buds are just beginning to open? How much of a window do I have - a week, maybe?

Preventative. It's common practice to prevent needle cast.
 
Malathion is an insecticide. Would help prevent candle tip moths.

For needlecast, you want a fungicide. Daconil is one and a copper based fungicide would be another good choice.

Thanks Adair. Just saying that an insecticide is the most I can remember ever spraying my conifers with.
I do have some Phyton27 around here. Is Cu ok for all conifers? Should I also spray Atlas cedar, Hinoki, juniper and Mugho?
 
I don’t have a Mugo Pine, but if I did, I would. I do spray my Atlas Cedar. And if I had a Hinoki, I’d spray it, too.
