Is there any reason the ring cut around a branch for an air layer has to be perpendicular to the branch? Every example I have seen shows it this way.

No. It can be done at an angle if you want to- that can give you a wider base and the start of movement for a slanted or other style tree.
 
bonsaibp is correct, you can cut them at any angle. You can also cut the top ring in a wavy pattern or in "V"s, which will give you roots at slightly different levels around the plant. This looks more realistic than having all of the roots emanate from the trunk at the exact same level, although it is considerably more difficult.
