Hm.. I would have bet on spider mites. But the soap treatment should have worked. Have tried tapping the branches over a sheet of paper? You would normally get tiny dot on the paper, which you can smear out in tiny brown/red lines. If you do, you have spider mites. Treat accordingly.

Else... Is it very humid where you live? Some form of algea / lichen or fungal ?

It looks like the growing tips are healthy?

Try jet blasting the white off with a high pressure jet hose.

Treat with a copper fungicide afterwards.

If it's spider mites, the damage/pale coloring will persist for months or even an entire season. I'd confirm mites by shaking the foliage over a white piece of paper. If you've got mites, you'll need to be vigilant going forward... they can suck your tree dry if you're not careful.

I Reckon Mites too...

I'd submerge it in water for a cure. A few hours works.
That one behind it too.

Looks like mites. Mite damage can stay around for a while. White sheet of paper like others said then get back to us.
