Might be the dreaded eastern red cedar, J. virginiana. Where in the world are you?
 
Thank you so much for this. I just read that it has needles like this for the first couple years, then they change. Is this good for my first. Bonsai? I see you used the word dreaded. Thanks again.

You’re welcome. ERC will always have mostly juvenile (needle) foliage under bonsai cultivation. It does not respond well to most of the techniques we use to train bonsai, and is very susceptible to cedar-Apple rust infection. You could use it to practice wiring and watering, but if you don’t like how this one behaves, just know that they don’t represent all junipers. Shimpaku is entirely different.
