Cooley spruce gall adelgids. The jet setting on a hand held misting bottle will take them off. They will permanently discolour the needles where they are feeding but the trees can survive very heavy infestations if they're somewhat healthy. They have a 2 year life cycle, first year on Doug fir second year burrowing into and deforming spruce buds.
