I inherited these old concave cutters and need to know if they are valuable or not.
They are stamped Japan, but there is no brand name unfortunately.

About 20USD is what I would value them at.

Since they're not stamped by a maker with an official makers mark, they would be worth about as much as brand new chinese made ones sold on Ebay that have a somewhat japanese looking inscription. Those are not poor quality despite the origin and I've used mine for a decade now with no complaints, but yours are second/third hand, with an unknown maker and unknown age, unfortunately that doesn't make them collectors editions or highly sought after tools.

Pots though, those could rake in some dough. Even without makers mark, the fact that they're old and patina'd would increase the price a couple fold.

I can tell you it is a Joshua Roth sleeve, but there's no indication the tool is. I'd pay 20 at a fleamarket. Maybe put them in out clubs fundraiser auction if they were ok.

I’d pay about $20 as well. Used tools are not worth any more than new tools. These aren’t old. They’re worth is lower because of their condition. If they’re rusty it means they been neglected or even abused. Would wonder if their edges are sharp and aligned.

Old tools generally have no real value, This one, nor the others you posted.
You might get a few bucks. But keep in mind these sort of tools new start at 15 bucks for the lowest quality. Only if you have verified brand-tools that are well-maintained may you expect t get real money for them. Else they are just old, rusty generic tools.
