I know you dont want to hear this....but I'll say it.
The trunk is quite straight, but more importantly it lacks taper.
Building a better nebari as you are thinking may help a bit, but I would take a good hard long look at chopping the trunk totally and making a smaller bonsai.

Edit: you also appear to have a swelling at the first node, due to bar branches.

You can certainly repot ulmus deeper. The question is how much deeper will solve the problems. I don't think taking an inch or 2 off the trunk will make much difference.
@just.wing.it has picked up on the swelling at the first branches. That will still be there after a ground layer. Lack of taper will still be there after ground layer.

Where were you planning the new roots? What other possibilities are there?

You can do whatever you like with this tree but maybe a more radical rework ould ultimately produce a better result.

Maybe layer the top section, it looks like it could be interesting. And then work something out with the lower part.
Have considered that for some time. I wonder if being cork bark would matter? I've layered smooth maples.

The lump everyone sees is Gorilla glue for a broken branch. 😣

I have yet to experiment with any kind of layering.

I’m just saying random suggestions I think might work.
Appreciated. I am going to ....start.... with a larger deeper pot and see if growing out the lower branches might give a better perspective.
If the thin bottom was supporting more foliage, it ...might... take on a better appearance. LIke virt below

It's had some accidents that broke some vital branches but they have grown out quite a bit.
