Has anyone seen something like this? Sporadic needles turning brown, but I'm noticing thus gray stuff that scrapes off. Thanks!

Can you give us a close up picture of the whole tree too?
What is the overall color of the tree? If its looking kinda off, check for spider mites.
It looks like it could be juniper tip blight (fungus) but it also could be mites
