Help with identifying pest/fungus on needle juniper

I have noticed these white and black spots on portions of my needle juniper and I have no idea what they are. They are mostly white and round, with a small black or brown dot in the middle. I have thoroughly inspected the entire tree and NOTHING is moving at all like pests or whatever.

They will flake off and seem hollow on the other side. The closest pest I've been able to find is scale but it still isn't a very close match. Could it be something else?

Any help is appreciated.

Yes that is scale. Man I hate to tell you but if all your needles are that yellow its probably dead.

Ugh thanks it might just be the picture but my wife said she thought it looked yellow too... :(
