JBP Candles Open

I have a few JBP in nursery pots and couple in bonsai pot. The new candles are from 3" to 10" and almost open. I understand the ones that are still growing can just grow. But 2 of them I am trying to get small needles. I planned to remove the candles end of june, but they will be fully open by then. Should I remove them now or wait?

I usually reduce the length of longish candles by breaking them midway, making sure there are still needles below the break. It's best to do this as the candles are elongating and before the needles start to push out. If the needles are growing, you can still reduce the candle length, but you will need to use scissors (I completed this task on my JBP and JRP almost a month ago). Then, around July first, I would fully decandle the tree.
