Do you have other spots of yellow bands on needles? Initially it looks like older growth dropping but hard to tell.

I would say there is a few but it is not more than 1-2% if that

Tough to say. I'm about to treat mine as a preventative. The Daconil won't do anything for existing but helps new needles stay protected. I don't think you can really do anything else once it's there.

Are the bands (spots) on the needles just brown, or yellow with a brown spot in the center?

So needlecast will have yellow bands with a brown center, and sometimes you can even see a white dot.

I can't say if moving it will make much of a difference, but if the light will be the same and it won't negatively effect the tree otherwise, I don't see why it would hurt.

That's needlecast.

I'd take a clean scissors and cut those needles below the band. Then burn them or make sure they're far away.
It's too late in the year for prevention. But next year it might be wise to get some copper sulphate and spray the foliage when it emerges, every three weeks or so until it's in the adult stage as a preventative measure.

Usually it's not that big of a deal for the overall health. I found that some soil fungi act as a good protective measure and I hardly have to clip any needles. Maybe 15 or so per tree.

Some of it looks like shedding old needles but there is a bit of needle cast.

The problem with needle cast is that it infects the needles one full year before you even see it. This is why many of us do preventative spraying from May to October

@Paradox how far does this tree need to be away from other healthy trees so it doesn’t infect them? I am not wanting all my trees to get this now.

I can also see older needles shedding naturally but a very few probably needle cast symptoms on younger needles.
Nothing you can do about older needles turning yellow and dropping. That's a perfectly natural thing.

Fungal infections spread long distances through the air. By the time we can see the results the spores have usually been released so probably too late to move it now.
Remove any needles with bands and dispose of those.
Treat all pines in spring with preventative fungicide sprays - now and through next spring.

If this has come with the tree you have a great chance to eliminate it with a good spray program. If it has come through the air from nearby pines you'll need to adopt an annual preventative spray program to keep it at bay.
