I found a shimpaku and was wondering about its color. kind of a dinghy grey. Is this normal?

Judging from the picture it looks like it dried out and is heading for permanent dormancy. If your pic's color is off then it could just be winter bronzing, a natural occurrence in junipers.
 
If it doesn't break off when you touch it it could be ok.

Check for spider mites, hold a white piece of paper under one of the pads, and tap the pad. If anything that falls onto the paper starts to move (very small), spray with malathion.
