Not for drainage, for tie-down wires. Much more secure than trying to tie-down through the single center hole.

I guess I do it for both. I've burned some poor quality drill bits recently.

Sure, that makes sense.
I put a wire under the rim and use it for guy wires. I seldom tie trees into pots unless it is a very shallow pot.
